Abstract
Lenin's theoretical legacy suggests that the attainment of the appropriate level of cultural development and the existence of general cultural prerequisites are among the most important conditions to building a new society. This problem was raised by V. I. Lenin when he was examining many questions of socialist construction of a general as well as of a more specific nature. In his opinion, a certain cultural level was necessary not only for social revolution ("On Our Revolution") and for building the foundations of socialism ("The New Economic Policy and the Tasks of Political Education Workers," "On the Cooperative System"), but also for the proper government of the nation ("Letter to V. M. Molotov for the Plenum of the Central Committee of the Russian Communist Party [of Bolsheviks] Together With a Draft of a Political Report to the Eleventh Party Congress," "Speech at the Opening of the Eleventh Congress of the Russian Communist Party [of Bolsheviks]").
