Abstract
A theory of the complex level shift of spectral lines in low density plasmas is developed from the view-point of the quantum scattering theory based on the impact approximation. Plasma polarization shift as well as the pressure broadening can be consistently understood from the present scattering theory. A result of our formulation is given for hydrogenic ions in terms of the T -matrix.
