Abstract

A short analysis of existing approaches to the formation of a network of public safety centres in united communities provides in this work.Safety of the population’s vital activity in rural and settlement territorial communities, protection of its life, health and property is provided by such systems:- of fire protection;- of emergency medical care;- of national police.The experience of European countries shows that the participation of local self-governments in the formation of the safety of the population’s vital activity can be used in Ukraine.According to the functional organization, public safety centres can be designed in several options. The fire station is the basic component of such objects, which occupies the majority of their total area. The fire and rescue department should be located in this block. The issue of population’s vital activity is the formation of a network of such institutions on the bases of the buildings of fire stations. It must be with taking into account the peculiarities of the location of emergency medical facilities and the national police of Ukraine.The location of fire and rescue department in built-up areas is determined according to the regulatory requirements, taking into account the following criteria:- number of people-residents;- the area of going of the fire and rescue department, which is determined by the length of the route.Similar criteria are taken as a basis in other countries.This approach is currently regulated today. It is fundamental in the formation of a network of public safety centres. It should be taken as a basis for the development of urban planning documentation at the level of settlements, administrative districts and regions of Ukraine.
