Abstract

Overburdening of the pupils is an old affliction of the schools. The People's Commissariat of Education had no sooner succeeded in writing new syllabuses for all subjects in accordance with the resolution of the Party Central Committee of September 5,1931, than, the very next year, in the resolution of August 25, 1932, the Central Committee pointed out that one of the major shortcomings of the syllabuses was an excess of material to be covered, with the result that a number of disciplines were taught hurriedly, and the children did not firmly master the knowledge and skills covered (2, p. 60).
