Abstract

AbstractThe dilemma of comparing quantitative costs with qualitative effectiveness is explored. A quantitative expression suitable for both cost and effectiveness is developed. The economic principle of marginal costmarginal utility is proposed as a selection criterion. The sequential use of the quantitative expression and the selection criterion is described.
