Abstract
For pt.I see ibid., vol.8, no.11, p.2035, (1991). A multipole expansion for S1*R3 instantons in vacuo is presented. In contrast with the R4 instantons studied in part I, they do possess a proper Newtonian limit and the leading term is the Schwarzschild metric. The connection with Witten's proof of the positivity of energy is made.
