Abstract

Ohio makes acid precipitation, and New York gets it. Coal‐fired power plants and other industries in the Ohio Valley help to keep that area's economy alive, but the sulfur and nitrogen oxides the plants put out are killing lakes and forests in upstate New York and New England.For years, New York and Ohio have disagreed over emissions controls. Ohio Governor Richard Celeste and New York Governor Mario Cuomo have now agreed on a plan calling for deep cuts in production of the pollutants. The cost of the program would be borne by the businesses that pollute, the oil industry, and the federal government.
