Abstract
VO BVIOUSLY THE United States is now facing a major decision regarding the extent to which health care delivery should be accomplished through planned government programs or through the operations of marketed private medicine. In fact, this question is only one of a family of current questions about the appropriate criteria for governing the production and consumption of various goods. In the area of educational financing, for instance, we find arguments for and against the use of educational vouchers that would enable parents to send their children to schools of their choice. In the area of national defense, we debate the merits of the draft versus a volunteer army. In the area of environmental protection, we argue the best mechanisms for determining an acceptable level of pollution. The family resemblance extends to other issues: Should people be allowed to buy drugs or sex? Should blood or organs of the body be saleable? Should income redistribution be in the form of cash or in-kind assistance?
