Abstract

This article provides an overview of the odihr hcnm Handbook on Observing and Promoting the Participation of National Minorities in the Electoral Process. It includes a brief but important discussion of some recurrent issues that have been identified in election observation across the osce region with respect to national minority participation. These findings informed the drafting of the Handbook, which, however, due to its format, does not provide illustrations of particular situations. Thus, this article complements the Handbook by providing references to the concrete examples from the osce area.
