Abstract
The overall purpose of this project is the conceptual design of two OTEC commercial plants. This report presents results of task VII: a plan for the development of an OTEC Demonstration Plant including funding, key milestones, fallbacks, etc. Studies include a risk assessment survey, OTEC Demonstration Plant ocean systems requirements, OTEC Demonstration plant power and transmission system requirements, electric utility survey, market assessment, and a demonstration plan.
