Abstract
Although industrialization has resulted in diseases associated with exposures to various substances, it has also produced enormous benefits. It should be possible in underdeveloped countries to plan a program of technological development that would insure maximum health benefits with minimum injurious consequences. Several examples of first-phase industrialization that would meet these criteria are furnished.
