Abstract

Historically, the land status in China has changed many times. After some uprisings and reforms, the land status changed from private to public ownership. Then, after long-term development and revision, the policy changed to the current mode, Separating Three Property Rights (STPR): ownership rights, contract rights, and land use rights. This paper will analyze the impact of the policy on today's Chinese society and compare it with the commune agriculture system in Mexico in the 20th century to draw lessons from other country's policies, understand how to overcome the adverse effects of the policy, and better develop socialist agriculture with Chinese characteristics.
