Abstract

Today, under the leadership of General Secretary Mikhail S. Gorbachev, Soviet citizens hear constantly about the need for "restructuring," "acceleration," "openness," "democratization," and a "new thinking." What these slogans are meant to convey is that changes must be made in established patterns of thought and action. The leadership of the Communist Party of the Soviet Union (CPSU) points to a formidable array of problems, including economic stagnation, manpower shortages, drunkenness, apathy, and cynicism, all requiring new approaches. Above all, the leadership insists, ways must be found to exploit resources and motivate workers more effectively.
