Abstract

The modern globalization process has universalized economic, political, social, cultural and juridical values, generating the exaggerated expectation that a new model of State is in creation, shaping a super State involving the whole planet. However, in face of the cultural plurality of the different peoples, this is still an impossible task. This essay shows that there is now an International Law regulating the relations between the many international actors. The emphasis goes to the Palestine Liberation Organization (PLO) and its goal to create the palestinian state. In fact, this State already exists, since it has been recognized by more than one hundred other States. Hereinafter, the narrative leads us to the difficulties faced by Palestine to be recognized by the USA, England, other European states and, of course, by Israel. It also addresses the mechanism by which a new State enters the UN scenario, that is, as a member of the General Assembly, which demands the endorsement from the Security Council. Furthermore, it discusses potential questions on why certain States hamper the recognition of Palestine. Among them is the question of gender, involving not only the Palestinian women, but mainly the Islamic ones in general, emphasizing the use of the Islamic veil as an element that causes great cultural shock between West and East.
