Abstract

This article addresses the regulation of eventual benefits in the field of National Social Assistance Policy, from the standpoint of citizens’ rights. It seeks to analyze the regulation of eventual benefits, as a modality of social assistance benefits offered in the Unified Social Assistance System - SUAS, in order to ensure levels of survival and income protection, strongly demanded due to the COVID-19 pandemic. The methodological instruments adopted, in a qualitative approach, were a bibliographic review and document of normative, regulatory and budgetary acts research. If starts with the historical redemption of eventual benefits. It approaches the federal and state normative panorama and that of the eighteen municipalities linked to the Regional Office of Ponta Grossa of the Secretariat of Justice, Family and Work of the State of Paraná. It concludes that the normative trajectory of the eventual benefits was guided by late and restrictive regulations that compromise the perspective of citizens’ rights, nowadays, pressured by the health, economic and social effects resulting from the COVID-19 pandemic.
