Abstract

This paper discusses the role of brazilian public universities in research and development and technological innovation as an element in inducing social and economic development. Based on the data about research, development and innovation in the country in the last ten years, the work questions whether the recent changes in the regulatory framework of the matter will be sufficient to increase the transfer of technology between university and company in Brazil. For both analyzes the relationship between innovation and industrial property strengthened by the process of economic globalization and the importance of universities as economic actors in the knowledge economy. Noting the difficulty of Brazilian universities in technology transfer the work reports the main changes brought about by Constitutional Amendment 85/2015 and Federal Law No. 13,243 / 2016. Finally, it concludes that the achievement of economic partnerships which the new regulatory framework will depend on the capacity of Brazilian universities to reinvent themselves as innovative institutions.
