Abstract

Regaining independence by Poland was only the beginning of the reconstruction of the state. One of the pressing problems was to create its foundations, including services responsible for public security. For this purpose, in 1919, the State Police was established. Creating its structures was much more difficult than issuing applicable legal acts. The ongoing armed conflicts, the unsolved issue of the borders of the Republic of Poland and other minor factors meant that they were built for several years. This article presents the background of the creation of the structures of the State Police in Eastern Lesser Poland in the years 1919–1924, that is from the issue of the Police Act, to the establishment of structures that survived until the outbreak of World War II. The source basis for the study are legal acts as well as archival materials and scientific studies relating to both general issues and the process of creation itself.
