Abstract
In December of 2010 the New York State Insurance Department drafted medical treatment guidelines, including those for the care of the back and neck, utilizing input from physicians who were representatives of labor unions or medical directors of workers’ compensation carriers. None of the members of the task force were orthoapedic surgeons nor neurosurgeons.
