Abstract
The basic world view and moral characteristics of builders of communism are shaped during adolescence and young adulthood. The legalistic education of youth at this age is especially important. Upper-graders encountering the difficulties of life for the first time are not always able to evaluate a situation and choose the proper form of behavior. In some instances, the categorical nature and instability of youth lead to disruptions and violations of public order as well as legal infractions. For this reason young citizens, at the earliest age, from their elementary school years onward, must learn and respect Soviet laws and must understand the need to obey them.
