Abstract

The Health and Social Care Bill, which sets out the English government’s NHS reforms, has coughed and spluttered its way through parliament since the turn of the year. It underwent surgery in the summer, and ministers managed to convince many observers that major changes had been made. In reality the bill was given little more than a facelift and a tummy tuck, with its fundamental flaws still intact.
