Abstract
The distinction between ‘nursing’ and ‘personal’ care has once again been brought to the fore by the commissioners involved in the 1999 Royal Commission on Long Term Care. The Royal Commission was charged with examining the funding of long-term care for older people. It recommended that the health care of older people should be state funded, including essential ‘intimate personal care’. However, the Government decided to create a false distinction between nursing and personal care and only agreed to pay for ‘nursing’ care.
