Abstract

Since 1996, the U.S. Environmental Protection Agency (USEPA) has pushed the states to adopt numeric nutrient criteria (NNC) for surface waters. This effort stems from the agency's belief that nutrient pollution causes harmful algal blooms that produce toxins harmful to both humans and animals and that deplete oxygen in water bodies.
