Abstract
Physical Protection of nuclear installations always has been an important issue in German and international nuclear law. The forced air crashes in the United States strongly emphasized the necessity of a wider scope of protection. 1 Terrorist attacks played an increasing role in new licensing and oversight procedures in Germany. Recently the license for an interim storage facility in Northern Germany was cancelled by a judgment of the High Administrative Court of the German State of Schleswig-Holstein 2 because of failure of the operator and the licensing authority to show that sufficient safety and security standards against terrorist attacks were met. The article discusses the legal debate and case law in Germany and puts the issue into an international perspective.
