Abstract
As a kind of economic structure based on low-carbon emissions, low consumption and pollution, low-carbon economy is the most important way to shift the growth pattern and lifestyles from high energy consumption, high material consumption and high emission to the sustainable development models. Triple helix of University-Industry-Government, since 1996 (Etzkowitz and Leydesdorff, 1996) has been a model for innovation. It refers to the interactions among the institutions and the dynamics to achieve innovation, and then can provide a better reference framework of organization system for low-carbon economic growth. The essay uses survey method and other research methods to apply triple helix theory to conceive the development of low-carbon economy in China. We should rely on the guidance of government, the practice of industry and the promotion from universities based on the triple helix theory.
