Abstract

This article aims to present the main stages in the organization of research policy in France since the beginning of the 20th century. It is centered on the history of the CNRS (National Center for Scientific Research) since it is around and from this organization that a research policy has been put in place. That being the case, I will also insist on the last decades when we have seen the democratic and republican framework in which the research policy was inserted weakened and correlatively on the stagnation of means and the deplorable policy of “over-project”; a set of elements which has resulted in the current downgrading of French research internationally.
