Abstract
Gas grid development offers a model for North-South cooperation in electric power system interconnection and growth. At this time, when most developing countries outside the new industrial countries are suffering their worst ever recession, attention must go to ‘recycling’ the vast capital surpluses that now exist in the North. A new ‘Marshall Plan’, on a North-South level, is called for. Investment should aim to reverse recession, then sustain economic growth: for this electric power is vital. The huge power potentials of many developing countries should logically be developed in a global, cooperative, multilateral framework.
