Abstract

Coronavirus Disease 2019 (Covid-19) is an infectious disease caused by a type of coronavirus, this virus was first detected in Wuhan, China. Seeing the spread, the transmission of Covid-19 has increased very quickly across countries and continents. The Central Government has declared the non-natural disaster status of the spread of Covid-19 as a National disaster. Seeing the impact of the Covid-19 Pandemic not only causing a health emergency but also having an impact on the social, economic, political, cultural, educational and other fields so that its response requires synergy between the Central Government, Regional Government, the private sector, and the community. This study aims to analyze the effectiveness of non-natural disaster management policies for the spread of Covid-19 by the Central Government and Central Java Provincial Government within the framework of the division of authority through the regional autonomy law. This research method uses descriptive qualitative, using a statute approach and a case approach. The results show that the distribution of authority to the Regional Government to regulate their own household affairs has a positive impact on accelerating the management of non-natural disasters from the spread of Covid-19, on the other hand the negative impact is the potential for overlapping between central and regional policies. However, the potential for overlapping policies can be minimized as long as the Central Government is able to absorb the aspirations of the Regional Government and the Regional Government pays attention to the policies of the Central Government.

Penanggulangan Bencana Nonalam

Undang-Undang Nomor 24 tahun 2007 bencana didefinisikan sebagai sebuah peristiwa atau serangkaian peristiwa yang mengganggu dan mengancam kehidupan masyarakat yang disebabkan oleh factor alam atau nonalam maupun factor manusia yang mengakibatkan munculnya kerusakan, kerugian, korban jiwa, dan dampak psikologis Sedangkan penanggulangan bencana merupakan suatu rangkaian upaya yang meliputi penetapan kebijakan pembangunan yang berisiko timbulnya bencana, kegiatan pencegahan bencana, tanggap darurat, dan rehabilitasi. Sekelompok virus ini dapat menyebabkan penyakit pada mamalia dan burung, termasuk manusia. Selanjutnya tanggal 8 Januari 2020 patogen virus tersebut berhasil diidentifikasi sebagai Novel Coronavirus 2019 (NCov 2019) dan struktur genetic segera dilaporkan kepada WHO. Pada tanggal 30 Januari 2020 munculnya penyakit baru Novel Coronavirus Pneumonia (NCP) dinyatakan sebagai keadaan darurat kesehatan masyarakat yang menjadi keprihatinan internasional atau Public Health Emergency of International Concern (PHEIC). Respiratory Syndrome Coronavirus 2 (SARS-CoV-2), dan pada hari yang sama WHO mendeklarasikan bahwa SARS-Cov-2 memiliki nama resmi penyakit Coronavirus Disease. Tercatat Coronavirus Disease 2019 (Covid-19) tersebar hampir diseluruh Negara dan kawasan di dunia, dengan jumlah korban yang telah dinyatakan positif terinfeksi mencapai jutaan jiwa (Yunus, 2020). Negara dan kawasan memiliki kasus positif, dengan total 11,672,916 orang terinfeksi positif. Covid-19 dan sebanyak 538,812 orang diantaranya dinyatakan meninggal dunia diseluruh dunia. 64,958 orang positif, dengan 3,241 orang diantaranya dinyatakan meninggal dunia
