Abstract

An assessment of the effectiveness of the development of the horticultural industry in the Russian Federation is given, the volume of production, the composition and structure of imports of fruit products are analyzed. The necessity of using various forms of increasing the profitability of production has been updated. The main instruments of state regulation of the fruit market, including direct and indirect ones, which include economic instruments implemented through budgetary, price, tax and foreign economic policies, to ensure sustainable development of industrial horticultural entities are considered. The main directions of reducing the size of the shortage of funds among agricultural producers are proposed: - improving the pricing system for products sold, taking into account the volume of profit and the rate of return necessary to ensure the specified rates of reproduction and reimbursement of increasing production costs; the use of non-tariff regulation measures that provide for the establishment of seasonal quotas for the period of mass harvest and sale of crops to regulate the capacity of the consumer market, mainly with domestic products. Methodological approaches to quotas are considered, calendar periods of quotas for imported fruit products (apples) are substantiated, the need for their application during periods in which the seasonality index of domestic products sales exceeds 100%. The indexes of the seasonality of the sale of domestically produced and imported apples in the domestic market have been calculated. An assessment of the economic efficiency of measures of non-tariff regulation of the horticulture industry is given.
