Abstract

Trade coverage ratios are calculated to assess the 1989 incidence of non-tariff measures (NTMs) on imports of agricultural and manufactured products by Japan and the United States. Overall, about 24 percent of all products are covered by one or more NTM in Japan versus 29 percent in the United States. The sectoral pattern of NTM incidence and choice of NTMs vary considerably between countries. However, intercountry comparisons of NTM incidence suggest overall NTM trade coverage in Japan is not so different from that of the United States.
