Abstract

This chapter discusses strategies for achieving and maintaining local government fiscal health. The issue is complex as there are myriad ways that local governments can engage in adaptive behaviors to make fiscally more sound. Also, some practices are more reactive to fiscal stress and underscore the need for local government officials to try thinking ahead about how the actions they undertake now will affect their jurisdictions' fiscal health in the future. There are no simple answers or right or wrong way to go, for the most part. Taking a contingency approach is the most prudent way to go. Studies show that the kinds of strategic responses local governments make when the source of fiscal stress is temporary differ from their actions when the shortfall in revenues is more permanent. State laws, demographics, and many other variables affect the choice of options local governments should pursue.
