Abstract

Significance The meeting comes in the context of Boko Haram's spate of bombings and attacks in northern Nigeria since Buhari's inauguration on May 29. The violence follows military successes against the group in the lead-up to the March 28 election and a temporary reduction in violence. The increase in attacks across northern cities has raised questions about the new administration's ability to deal with the insurgency. Impacts The recent spate of violence will deepen public opposition to the group and support for vigilante resistance in north-east Nigeria. Boko Haram's capacity forcibly to conscript recruits is more limited: it controls less territory than six months ago and no major towns. The allegiance to Islamic State group may enhance Boko Haram's capacity, but is unlikely to be decisive in determining its future path.
