Abstract
The path to peace and reconciliation often involves efforts that go beyond official level diplomacy, a process that can be lengthy and full of stalemates. Track 2 activities bring together ngos and citizens from different countries in a conflict and offer a separate route to foster better transnational relations. This article examines the activities of regional ngo networks in Northeast Asia promoting peace at the citizen level. It argues that a variety of track 2 activities have encouraged countries in the region to move towards reconciliation and have offered new approaches for resolving several pressing regional issues.
