Abstract

On November 10, 2003, the U.S. Secretary of Energy, Spencer Abraham, announced a 20-year Plan for scientific initiatives by the Office of Science of the Department of Energy (DOE) in a major speech devoted to basic research in the sciences at the National Press Club in Washington, D.C. The Plan was developed by the Director of the Office of Science, Ray Orbach, and covers the wide variety of scientific disciplines supported by that Office. While the Plan is not a commitment to construction, which would depend on budget allocations that are subject to many, often external, factors, it does give a priority ranking of new facilities, facility upgrades, or major detector systems that will guide future DOE initiatives.
