Abstract

The introduction of a "new urban planning policy" into practice must be taken into account in territorial planning documents. According to the Strategy for the Development of the Construction Industry and Housing and Communal Services of the Russian Federation until 2030, a unified urban planning policy is envisaged for urban agglomerations and centers of rural agglomerations. The main structural elements of the new urban planning policy will be urban and rural agglomerations. To form long-term development plans for urban and rural agglomerations, software-based delimitation is necessary, especially in the Rostov region. Competent planning taking into account the specifics of how state development programs operate will contribute to the attraction and effective use of funds at the regional level. The programming of territory development is seen as another factor to consider when delimiting agglomerations. The article is based on the results of a study carried out by the Rostov Region’s RNIiPI Planning Institute in 2023 within the framework of the research and development project "Improving Settlement Systems of the Rostov Region (a study into the possibility of creating urban agglomerations on the basis of the East Donbass and Volgodonsk Settlement Systems)" commissioned by the Ministry of Construction of the Rostov Region. The purpose of the study was to amend the Territorial Planning Scheme of the Rostov region and work out recommendations for making corrections to the "Settlement System" chapter of the Strategy for Socio-Economic Development of the Rostov region.
