Abstract
For many years, the major alternatives to foster care for children have been placement in a foster family or an institution. During the past fifteen years, foster-family agen cies and institutions have developed three new major forms of foster care: family group homes, agency-owned group foster homes, and agency-operated group homes. These new forms of care have emerged as important placement resources for dependent, neglected, and emotionally disturbed children who cannot use the usual foster-family home and who do not require institutional placement.
