Abstract

The 16th World Conference of Health Promotion and Health Education held in June 1998 in Puerto Rico analyzed New Horizons for Health: From Vision to Practice. With a focus on the experiences of Latin American countries the conference considered the topics of equity empowerment environment economy and future challenges. This paper highlights the issues that dominated conference discussions including efforts of the health promotion movement to 1) give ample focus to conceptualization processes and the definition of the philosophical and strategic aspects of health promotion; 2) institutionalize programs in government private and community-based organizations; and 3) strengthen the ideology of social and community participation. Global-level barriers to health promotion include a lack of consensus on the extent and effectiveness of health promotion activities in various countries the need to develop and use efficient mechanisms to evaluate health promotion activities a lack of governmental support in the form of adequate resources and difficulties implementing health promotion intervention strategies.
