Abstract
New formats and mechanisms of public--state governance (PSG) in Russia are discussed in this paper. The definition of PSG is given. Ten out of hundreds of new PSG mechanisms are listed. Basic terms and methodological aspects of the PSG development are discussed. Three case studies are described in detail: phased access of socially oriented NGOs to 10% of the social sphere budget; competition mechanism for providing subsidies for socially oriented NGOs in Moscow and the development of competition on the social service markets in regions of the Russian Federation (the standard of competition).
