Abstract

In evaluating the potential requirements for new energy infrastructure investment here in the United States, much of the focus has been centered on the Environmental Protection Agency's recent release of their draft final Clean Power Plan (CPP) rule and its implications for the power sector in the coming decade. But while the majority of states remain on the sidelines or proceed very cautiously, waiting to see if the rule survives its many legal challenges, there is one region where this infrastructure development process is already well underway: New England.
