Abstract

A combination of factors has led to the deterioration of the Russia-U.S. relationship, most notably U.S. military operations along the southern border of Russia's “near abroad” (especially Afghanistan), the expansion of NATO into Eastern Europe, andcriticism of Russian domestic politics. Despite the rhetoric about a “new Cold War” however, Russia and Eastern Europe today are worlds apart from where they were in the 1980s. With new presidents in both the White House and the Kremlin, there is an historic opportunity for the U.S. and Russia to improve relations and find areas of common concern on which to cooperate.
