Abstract

In the article, the substantive content of the term politics and described the process of institutionalization of local communities in a public online-space in the context of the network logic. The authors identify and describe the basic resources of networking local policies (including official web resources of local authorities) and networking technology of positioning local communities in a public online-space. Particular attention was paid to the networking technology of electronic participation - crowdsourcing, implemented as a technology from above and technology from below.
