Abstract

Network Neutrality is a growing concern among amount public and private businesses. Recent F.C.C. regulatory authority is being called into question, and the determination of Network Fairness is uncertain. Internet content providers, as well as subscribers, rely on anti-discrimination along networks on a daily basis. Without such assurances business operating costs for Internet services may be drastically altered. I propose a regulatory scheme to solve these issues and conclude that the F.C.C. needs a limited form of regulatory control with S.E.C. oversight to ensure discrimination against subscribers is limited to all but necessary situations.
