Abstract

The policy which the government intends to pursue in respect of education for ethnic minorities is contained in its reply to the report on ethnic minorities, drawn up by the Advisory Council of Government Policy (cf. News-letter, 3/79). The draft policy document defines a minority as a relatively small group of people with common ethnic and cultural characteristics, who belong to more than one generation, the majority of whom find it difficult to become integrated in Dutch society as a result of socio-economic and/or cultural factors. The main groups concerned are migrant workers, immigrants from Surinam and the Netherlands Antilles, Moluccans, gypsies and refugees.
