AbstractEach user, owner, and operator of the bulk power system (BPS) must register with the North American Electric Reliability Corporation (NERC) if the entity performs any of the functions listed in the NERC‐defined functional categories.1 In registration, NERC must prevent duplication of responsibilities.2 Having multiple entities registered in the same functional category for the same BPS facility is antithetical to this fundamental requirement (e.g., two entities registered as the Generator Operator for the same generating facility).
