Neoinstitucionalismo como modelo de análise para as políticas públicas: algumas observações

Abstract

This work has been made to develop some basic presuppositions from Neoinstitutionalist Perspective towards the public policy analysis. It begins trying to place the Neoinstitutionalism in a wider debate, specifically approaching the effort of its consolidation as opposition to those Pluralist and Marxist models. It tries to register the development of its initial propositions, in the sense of overcoming problems which there are in it, and it emphasizes two relevant aspects related to the discussed model: it examines the paper of the ideas in the formulation of public policy and the subject of the institutional change. Finally, it tries to point out some strong items and some fragilities ones from the focused model, defending, among others, that the Neoinstitutionalism supplies valuable elements for empiric studies, not handling, however, to supply a larger reach theory about the relationship between the power and the public policy.
