Abstract

Editor's Note: The following paper by Professor Frederick Wirt challenges the neoconservative view that government social programs have not been effective. He produces a great deal of evidence that rebuts the two propositions of neoconservatives: national policy efforts don't work and they are dangerous to other values in the society. He focuses on education but touches on other social policy areas. Educational Evaluation and Policy Analysis is publishing this article with the hope that it will generate more papers on the important issues discussed by Wirt. The article is provocative and informative. We hope that our readers will respond either through data-based papers or in the Counterpoint section. Michael W. Kirst
