Abstract

Abstract Alienation of the community in Western Australia has resulted in the proliferation of action groups. The planning system is plagued with them as they are now tending to be led or advised by members of the service class and they have the bureaucrats on the back foot. They have taken the initive because it is perceived that social justice is not being delivered by those who are charged to carry out that task. It is community fight-back against an entrenched and unresponsive bureaucracy.
