Abstract

One of the Trudeau Government’s most publicized objectives during the NAFTA renegotiation was its Progressive Trade Agenda (PTA). This article evaluates the Trudeau Government’s performance in delivering its PTA, by bringing into comparison developments in PTA-relevant chapters of the new Canada-United States-Mexico Agreement (CUSMA) with: 1) the objectives of the government, 2) the previous paradigm under the North-American Free Trade Agreement (NAFTA), and 3) Canada’s partners’ own negotiating objectives. It concludes that the Trudeau Government delivered generally good results, albeit due to determinant initiatives from the United States.
