Abstract

1. The distinction that the LEA is required to make on the Statement of Need between a child's special educational needs (part 2 of the Statement) and the provision to meet those needs (part 3 of the Statement); in practice it has proved difficult to separate these in a convincing way. 2. The individualistic focus of the Act's procedures which can easily lead to an underestimate of the contribution made by the educational context to the development and maintenance of the child's special educational needs (Galloway, 1985).
