Performance ImprovementVolume 37, Issue 7 p. 40-53 Research Review Needs assessment—a digest, review, and comparison of needs assessment literature Ryan Watkins Ph.D., Ryan Watkins Ph.D. rwatkins@onap.fsu.edu Ryan Watkins, Ph.D., is a research associate for the Office of Needs Assessment and Planning at Florida State University. Current projects include the development of performance evaluation/continuous improvement materials for the U.S. Navy. Ryan received his Ph.D. from Florida State University's Instructional System-Design program with an emphasis in needs assessment and performance improvement. He has authored more than 14 articles on the topics of needs assessment, strategic planning, and evaluation. At the 1998 ISPI International Conference he co-presented a pre-conference workshop and presented in three concurrent sessions. His early interests in performance improvement concerned the application of Internet-based interventions for educational reform and organizational development. His Ph.D. is from Indiana University in Instructional Technology. Dr. Platt has worked for the Department of the Navy (Naval Training System Center) in the Analysis of Training System Requirements and Instructional System Development as well as Harris Corporation in Human Factors and the Instructional System Design of simulation devices and trainers. He is also research professor of Engineering Management at the Old Dominion University, Norfolk, Virginia. His Ph.D. in Communications is from New York University, with other graduate work in industrial engineering and psychology. He has also been a professor at Chapman University and the US International University. Roger has been awarded the highest honor of the International Society for Performance Improvement by being named “Member for Life.” He is a past-president of ISPI, and he has been awarded the Society's Thomas F. Gilbert Professional Achieve-ment Award. He has published 33 books and 178 articles on strategic planning, performance improvement, quality management, and continuous improvement, needs assessment, management, and evaluation.
