Abstract

This article argues that rationing is an inescapable part of the provision of publicly-funded dental care at two quite distinct levels, and is likely to remain so. This rationing is based on a flawed model of service provision. Present patterns of service provision create and sustain a double jeopardy for certain socio-economic groupings. An evolutionary model of service provision is suggested to facilitate equitable service delivery.
